OPO notification problems

Ok so my OPO doesn't get gmail notifications and whatsapp not getting any too.
I've been in settings everything looks OK.

Welcome to Android Central! Is it getting the actual emails and WhatsApp messages, but just not notifying you? Or are those messages actually not coming through? Is this when the phone is asleep, or also when the screen is on?

Go to Settings>Data Usage and make sure Restrict Background Data isn't turned on.
