Optimus S Cannot Be Activated After Restore

I have an Optimus S that I rooted and put custom roms on. I got a new phone and gave it to my friend. before giving it to them, I did what I though was a restore. I did this by using a backup from the sd card. Apparently, this is not the correct way to do this because, the phone appears to be working correctly, but my friend is unable to activate it. The phone cannot be programmed to work. The esn is clear. Any ideas of how to fix this? Thank you in advanced.

A restore to what? Why did you need to do a restore?

I tried to make it like it was stock again, first used a backup from when I flashed a rom, then I used a stock rom, from this site. Thank you for any help.
