My 7 is unlocked and back to out of box state. It needs to connect to a wifi and get all its stuff.
I want to install CyanogenMod and the only way I can do it is install it from the playstore
but I have to go thru set up before I can get it. I have a very limited monthly data plan so I dont want the 7 to sit there for a half hour downloading crap.
Is there a way to just get minimal stuff to get going and not use much data and get Cyanogen
loaded and blow Google crap OS out for good. any info appreciated.

Yeah, seems dead. Try looking though the Rooting, ROMS, and Hacks section (above) and maybe posting your question there. Might get some more visibility and the folks here who know this stuff are petty helpful. They may be more likely to be hanging there than here in the individual posts section.

Why can you only do it through the play store, why can't you download a cyanogenmod ROM to your computer and flash that?

Otherwise, just log in, then turn data off again and disable the sync settings before you turn it on again to download what you need, in particular you'll want to turn off auto-update apps setting in the play store. And see if you can borrow someone's Wi-Fi for the downloading to save your limited data.
