OTA update question

Can I still get OTA updates on my Verizon Galaxy Nexus if the SIM card is not inserted? In other words, can you get OTA updates via wifi or do they come only through Verizon's LTE/4G network?

I'm 90 percent sure you need to be activated with a sim.
