P30 Pro not retaining 'Developer options' changes after phone restart

I changed the Drawing > 'Smallest width' setting in 'Developer options' to 411 dp but when I restart the phone, it restores back to 360 dp.

This did not used to occur on my Samsung Galaxy S8+, so I'm not sure that it's specifically an Android thing.

EMUI 9.1.0.124 (though it also occurred on EMUI 9.1.0.113).

Any ideas?

That has to be a P30 thing, the Pixel 2 defaults to 411 dpi.
