PC Speakers and TV optical sound output

Would one of these devices allow me to adjust the volume on my television while my PC speakers are hooked to the TV. I have an lg 50" led TV.

No, the volume is still controlled by the TV (or your sound system). One possible solution would be to install some kind of TV remote app on your phone, if it's compatible with the TV.
