PDF file download issues

I have a three year old Galaxy 10 Notebook with latest android op system. On a club website I can easily download recently posted club bulletins ,but when I try to download files that are 2 years or older I can't.
It starts the download then stops ,when I go to check the download ,it looks like it is not all there and is a mess of useless data.
I have no trouble downloading PDF files from other sites.
The site admin said the problem is on my end. They get no other complaints about PDF download issues.
Any ideas what is happening ?

Welcome to Android Central! How are the archived PDF files stored? Is it an FTP server, or some cloud storage like Dropbox or Google Drive? Are you able to download the files using other devices or computers?

The files are stored FTP ,not on a cloud server.

Yes I do have problem on two older PC's ,but if I use Google Chrome rather then Internet Explorer ,I can download all the PDF files on these older PC's
IE has issues,on these PC's.

No app ,just downloading it ? Do I need an app . . . again newer PDF files open easily using the DOWNLOAD method ,it is the older PDF files that do not. Like I said ,I click on the file and it DOWNLOADS to the Samsung ,the file goes into DOWNLOAD heading ,then allows me to open it. The newer PDF files that download OK allow me to open them with Polaris Office.
The PDF files I'm having a problem with DOWNLOAD real quick . . . when I go to open it there is the little android character and the choice for opening it is a HTML Viewer . . . it opens as a bunch of "useless data "
If I need a special app ,which app is it . . . also why do the newer PDF files open easily and correctly without using an app ????

OK,I found the correct FREE Adobe Reader APP at Google Play Store for the Samsung,I loaded it but I still have issues . . . it is now opening up the PDF files with Adobe Reader but I still can only open recent PDF files from the site and older PDF files . . . do not open.
I get the error saying THEY ARE NOT PDF FILES.

What is causing this ,it seems like it doesn't take much to make PDF files "hiccup". The website person says all the files were scanned and loaded using Adobe and again they get no other complaints with people using PC's . . . nobody is using an Android device it seems.
Again I can download recent files on the site , scanned within the last year or so but older files I have the problem with ,on both the PC's and Android devices.
like I said I also have problems with my PC's from this site. My PC's are not new but one runs Windows 7 and the latest Adobe Reader and is pretty fast and works OK at other sites with PDF's
What is it that the PDF files do not like ???

It really sounds like its a site issue with corrupted files if your PC is having troubles also... No matter what "web master" says.... I use any one of about 4-5 PFD readers I picked up along the way and as of yet never had issue opening a "clean" PDF file...

Thank You for responding. Getting away from the Android system for a second ,on a regular PC why would these files open if I use Google Chrome and not open with Internet Explorer ?

Also why would the newer files open and not the older ones,yet using a friends new PC ,2 years old with latest Windows Op system and IE these files ALL open,no problems.
What happens in the PDF files that sezs . . . nope it's NO GOOD ,I can't open it . . . again the site admin gets no other complaints because I'm sure people either have newer PC's or they went to a different Internet browsers to make it work and never questioned anything.

Why would Google Chrome work and not Internet Explorer ?

Why on my Samsung Android device the new files open and not the older ones,
I know your saying corrupted and I feel that is what is wrong too, but why will they work under certain conditions and not open under other conditions, what is corrupted ?
Any ideas ?

Again thank you for your time,maybe I'm trying to "understand this too much " whiles other are just happy to get it working by going to say different browser or using a different device.

Not being snarky but there is alot of things wrong with IE... MS seems to want to go their own way, they do not want to always follow true HTML as defined by the peer group that monitors and defines what HTML is, CHROME, and SAFARI (though Apple no longer supports it on PC platform) and FIREFOX and OPERA all work good on most websites I visit and the one I manage, IE is nothing but a headache for me.....
I personally keep as much distance as I can from Microsoft though my PC is on MS XP...

As for the PDF's got to believe it a file problem from the source you try to download from...
