Peristent "file transfer is turned on until you turn it off" msg

I have disabled every file transfer option I can find and this message keeps appearing.
Am I being hacked?
How do I turn it off?

Welcome to Android Central! Can you show us a screenshot of that message?

I doubt it. It is only up for half a second and then disappears. It has me quite worried. But the text is exactly what I wrote, approximately 10 pt. font and at the top of the screen.

Try this -- connect your phone to a PC via USB, then swipe down the notification panel and select the USB notification. What's selected there by default -- File Transfer? If so, try changing it to Charge Only, then disconnect the phone, and see if the message persists.
