Either the digitizer is broken and the entire screen assembly likely needs to be replaced, or there's some other hardware fault causing electrical disturbances with the digitizer. This could be anything from a bad USB cable, a fall that knocked something loose, a botched repair job, etc. If it only happens when plugged in, then I'd first try a different USB cable. If it happens all the time, then I wouldn't even bother trying to diagnose it yourself and let a shop or manufacturer (especially if under warranty) properly repair it.
