phone.apk on a wifi tablet

howdy,
on my non rooted wifi only 4.1.1 acer tablet i have 90% battery consumption by the "cell standby" process.

with utilities such as startup manager i have found this process com.android.phone /system/app/phone.apk which i thought might be the problem.

do you know ther purpose of this "mobile data app" phone.apk , i try to launch it but it wont start
there is also a "mobile network configurator" ? how do i launch that? thanks

Your tablet has the cell apps, just not the cell radios. I am guessing that this tablet is offered in Europe, where they don't have a cell and a tablet like we do, they buy a smaller tablet with a cell plan and use a Bluetooth headset. If true, your tablet is probably no different, aside from no cellular radios, but the OS firmware is the same.
