Phone app no longer overlays?

I recently installed some security updates and also updated the Phone app. Now the Phone app will no longer overlay and just lives in the notification bar when no longer the primary app. Surely I just did something really dumb? I'm just not having any luck Googling around.

In the Phone settings, display over other apps is allowed. And Youtube and Maps do overlay! Just kinda confused.

Do you see the phone timer at the top of the screen? What happens if you tap that? It should open the fullscreen Phone interface.

It sounds like the Phone app is somehow getting minimized for you, which can happen if you go Home or Back from the fullscreen Phone interface -- is that what you're doing?

It ends up as the rounded rectangle with the time of call. It used to just be the overlay circle when I go to home from Fullscreen phone. Didn't matter what I was doing, it would overlay which is super helpful.
 
No dice. Back at it so I did another clear and force stop and it worked like normal with the pods in.

Could just be some weird bug associated with receiving calls gets it in some dumb mode?
Can see if the next update clears this up , maybe send feedback to Google also .
