Chargers are so ubiquitous that you can find them almost anywhere. That should be your first step in troubleshooting. Also take the battery out and examine it for any physical deformation.
If using a new charger/cable doesn't make any difference then it would be worth taking it to your local Verizon store to see if you can get a replacement battery - if you've had the phone for over a year you'll probably have to spring for it, but it just depends.
It's quite possible that the charging circuit in the phone is shot, in which case you'll have to get a replacement/refurb, but you've got to rule out the previous two options first.
