If I charge my phone when it's off it will say 100% but if I turn it on it's on 96% instead. Does it really take 4% to turn it on? It's been happening since the new update.

Welcome to Android Central! Which phone? Are you actually charging it up while it's powered down, and then power it up after the battery reads 100%? What happens if you leave the phone on and charge it to 100%? Does it immediately fall to 96% as soon as you unplug it?
