Phone not switching from 1x/3g to 4g

I work in many different places, but one in particular I work in the basement of a building. While I'm in the elevator or the basement, there's literally no service. As I'm taking the elevator down, I can see my phone go from 4g to 3g to 1x. The problem is, when I emerge from the basement, my phone for some reason stays on 1x/3g even though the signal is almost full bars. I have to turn off data and turn it back on to get it to reconnect to 4g. Anyone else have this problem?

Sometimes, but I noticed this with my last 4G phone as well (Droid razr). Maybe a Verizon thing?
