every reboot my phone sends massage. what can i do to block it? its not the phone company, and it happened after i upgraded the android version.

It's gotta be either an app (like Lookout) or a Security Setting, have you looked there? It would also help if you let us know the model you're using, in case anyone has it to test.
If you don't have such an app or setting, it might be malware/virus. I'd suggest you run an antimalware/antivirus app to scan your phone and see if it finds anything.
