Phone stopped vibrating...any help to turn it back on?

Yesterday my phone's battery drained and as it was almost about to die, all four of the bottom buttons (home, back, menu and search) quit vibrating after I touched them. I figured this would be corrected after I charged my phone, but they still won't vibrate. I have searched in the settings and unsure how to turn this feature back on, any ideas? I have tried to both turn the phone on/off and a battery pull without any luck.

The keyboard and ringer are still vibrating.

I have the Easy Battery Saver app, but have adjusted the settings, so I do not believe this is causing the issue.

Its in settings under sound. Almost all the way to the bottom.
