Yesterday the battery said discharging at 3% while plugged into the wall and it will not charge. At one point I got a solid green light, but now it's gone. The phone has been plugged in for 8 hours with no lights. The phone is dead and it won't respond the the wall charger or USB. I have tried holding power + volume down and power + volume down + volume up which has worked in the past, but I get no results. Please Help.

Have you tried using a different USB cable? Otherwise it sounds like you may have a faulty USB port on the device.

Try cleaning the phones charging port... There's a few YouTube videos on how to do this.
If that doesn't work try a different battery.
If it's not the battery you might need to replace the phones charging port.

I'm sorry to come so late to the party, but I want to note that the actual problem may be in the cable. Some micro-USB cables are actually 5-pin cables, and some are 4-pin cables (however many pins they seem to have, only 4 are working). Some of the cheap cables are 5-pin cables; some of the premium cables are 4-pin cables. The fifth pin is a device-identification line, and some devices require that. (Trying a series of 4-pin cables won't resolve this problem.)
