Photo Editing Apps

Guys, I know there's loads of photo editing apps out there but I'm looking for one were you can say darken or lighten a certain bit of the photo without adjusting the whole pic.

Say you have a sky that's too bright and you just want to darken it a bit to bring out the detail in the clouds, is there such an app? Thanks.

Thanks, use that already, great bit of software but sadly it doesn't do what I want.

You may want to see if Photoshop Touch is available in the Play Store for the GS3. It comes on the Note 10.1.

Yeah, I have the Nexus 7 and they haven't updated it for that either.
