is there a way to set up multiple picture folders in the evo so when taking pics you can save then in different folders for easier access
 
I haven't found any way to do that with the native camera app. There may be a camera app in the market that will do this, but I would say at least you could create you own folders by either connecting to a computer and creating the folder on the SD card or by using a file manager app.

Unfortunately, no. With my phone connected to my PC, I've tried multiple times setting up a "Friends" folder and then having a folder with each person's name (ie. Monica, Rachel, Ross, Joey, etc.) within the "Friends" folder. Everything's fine until I disconnect my phone from the PC and then all of the individual name folders end up part of the main album gallery. I guess the Android system just isn't as file/folder friendly as a BlackBerry. Even to access the individual folders of an SD card, it seems that you have to install an app for the market like Astro.

Unfortunately, this is a feature that as far as I know, is non existent. One way you can do it is just connect your Evo and mount it as a disk drive them move the pictures into the folders you want manually so they show up as such in the gallery keeping the 100Media folder clean and allowing you to view your pictures by date or however you want to structure them in the folders.
 
Since the stock app will not to it what's a good one that will or even allow you to lock view of pics with out access
