Why does my mobile data plan have to be turned on to download pictures in a text message, even if I already am using WiFi?

Not sure. If you go:

1. Go to Settings
2. Under Wireless & Networks select "More..." (it's underneath Data Usage)
3. Select "Mobile networks" (BTW, my phone has "Data Enabled" box checkmarked)
4. Select "Access Point Names"

What option is selected on your phone? On my phone it is Verizon Internet. I can send and receive pictures in text messages. I'm not sure if my phone automatically switches over to the data plan for that brief time it is downloading the picture or if it does it via wifi.

Mine is Verizon Internet just like yours. I don't usually leave data plan enabled if I'm not using it, so there's no automatic switching.

If you have your phone's WiFi set to "auto-connect to WiFi" and "Notify Me" check marked and you are usually in an area with good WiFi you can leave your data plan enabled without using data. This would allow you to get pics sent in text messages (I think)
