No, there is an ability to "pin" a home screen and no notifications will pop up on top of it.

Nah, not weird. Carriers in the USA will disable different features and many times it is stupid things there is no reason to remove.

When Jelly Bean came out and allowed us to customize our notification panel, AT&T removed it with the first JB update.

Yes.. All of us don't have it. AT&T doesn't have it and many others don't either. Many carrier branded phones remove features, but not always the same features.

Interesting. Never heard of "Pin Windows" until now. That's not an accessible feature on my VzW|SGN.IV. Nevertheless, always learning something new here on the AC!

You only have to click the pin and show your phone and they can do nothing else. Right below corner you see it.

No, as was said earlier, many of the US carriers especially, disable some features. This is one that some carriers have disabled.
