The current files at the site (Google | Full OTA Images for Nexus and Pixel Devices) are the September update. No October update there yet, and they normally beat the OTA release by at least 20 minutes or so.

It's normal. There won't be an update until next month. They did this last year as well.

Yeah, they release the phone with pretty much all the security updates in it. Then in September I get a refurb (the problem finally straightened itself out [the developer couldn't figure it out either - we're both stumped]) with the March update in it - 3 times in a row, so that's not a fluke.

IDK about refurbs but last year they just started the next month with the monthly patches.
