Interesting quirk. I still don't have the Dec update on my Pixel 3 with google fi. So I went looking for this recorder. No sign of it in the playstore under Recorder or google. Went to playstore on my computer - there it was. Said INSTALL from computer and it installed it.

The recorder app is not dependent on the December upgrade. It is available on Google play store. It just doesn't show up at top result.

I was able to find it and install it on my pixel 3 xl. Here it is

See now, I'm wondering the same exact thing! I just want the Boca effect for all photos in Google photos!

I believe you'll have to download the recorder. However, the blur effect is there in portrait mode. You have a choice after you take it of a blurred background or regular.

Is that blur bokah effect already built into Google photos for editing now?

It's in mine on portrait mode. I believe that was the only mode it was supposed to be for.

Snapseed works well if you want to add it to any other picture.

The bokeh effect they're talking about is for all photos, even previously taken, not just in portrait mode as it's been.

I'm also curious if these new features are coming as a download or server side push.

Correct, portrait mode for taken new photo is not new. It's there from day one of Pixel 3.

To apply background blur on old photos is new for Pixel 4 and I don't see that is available to Pixel 3 yet.

To correctly apply the blur effect, the photo needs to have depth data which is usually not available in existing photos.
