Play Music Won't Recognize Nexus 9

For whatever reason Play Music won't recognize my Nexus 9 and won't sync my music between devices. Everything is checked to sync. I tried uninstalling and reinstalling, clear cache and still nothing. I even tried removing my other devices and add them again and it won't allow me to do that either.
Any ideas and help would be much appreciated.

Sorry, but from which app or menu is that screen from?

Are you sure that you haven't exceeded the limit of devices that you can authorize on Google Play Music? Open the Play Music website on your computer browser, click on the gear button at the upper right, then Settings. Under Manage My Devices, how many are listed? The limit is 10.
