Play Store and All Access Music Incongruencies

Kid Cudi just released his new album Satellite Flight and it is available on the Play Store, but I can't find it in All Access Music. Is this an error or a purposeful withholding? Is it possible that something on the Play Store is not licensed for All Access Music or is there just some kind of lag or delay between the two? Anyone else notice anything like this?

You'll most likely see it soon but as of now it appears to be not licensed. I also checked Xbox Music and its not posted up there either.
