Play store doesn't work anymore

Hi,
I cannot update my apps.
It starts to be downloaded and it is blocked at a percentage, always the same for one app, and nothing happens.
I cleaned the cache, restarted the phone.
I disconnected my account and reconnected
I stopped and cleaned fthe framework thing
Same problem in data and wifi
My phone is a Galaxy S3 with 4.3 version.
What can I do?

Welcome to Android Central! Try going to the App Manager, select Google Play Store, and Clear Cache and Data, then Force Stop. Do the same for Download Manager. Now try again.

It doesn't work.
Sometimes I don't know why after 2 days more or less, the app can be installed.
Sometimes the app is shown as 100% uploaded but nothing happens.
Sometimes, most of the cases, it's like this, %age remains the same, even after stopping this particular app upload, and starting again.

See what happens if you disable IPv6. For wi-fi, log into your router's settings using your computer browser and look for the IPv6 option there. For mobile data, edit your APN settings and disable IPv6 there. Sometimes Google servers don't work that well over IPv6 for unclear reasons.

Sorry, I'm not sure about that screenshot.

You mentioned that this happens on mobile data and wi-fi. Does it happen on any wi-fi network you try, or have you only tried your home network?

Sorry for the confusion, this screenshot is to show the availability inside my mobile, in case it can influence the issue.
Did I mentionned I have the same issue with my Galaxy tab+ tablet with androïd 4.2?
Yes it happens in wifi and data mode.
I'm not sure but I believe it happens whatever the wifi router is.

All the apps, small and large, updates and new ones
Often it stops to be downloaded at the same percentage, app A at x%, app B at y%
I remove these download jobs, boot again initiate again the download and the jobs loop: app A at x%, app B at y%

I just want to confirm--you did clear cache/data from Download Manager as well, correct?

Is this an international S3 version? Did it come with the Play Store (or Android Market) preinstalled, or did you have to manually install it?

Yes I cleared cache/data from download manager
I don't know if my S3 is international, play store was already installed.
After some manipulations my google store app felt down to 4.28 version, so I updated manually it with the apk to 7.0.12
Apps are very slow to be downloaded, even if it looks a bit better.
At this point when an app is rated at 100% downloaded, I go out from the network, close google store and reopen it with the network opened as well, and sometimes android says the app is now installed.
Following some other advice, I just cleared /cache and /data/dalvik-cache manually with solid explorer, not by wiping.
After reboot I see that these 2 directories look the same as before manual clearance.
Download problem remains.

Well, I tried again to come back on initial version of google play, and cleared again its cache.
Then I boot my 2 devices.
Then Google play was auto updated to 6.9 version and everything is working now.
As of conclusion I think there were an update not compatible with my android versions on both my tablet and my S3.
Coming back to factory version solved it.
Thanks for your advises.
