Play store games on usb?

Is is possible to play play store games such as N.O.V.A 3 from a usb drive via otg or do they have to be installed on the local drive?

How would you even get the games onto the flash drive to play them?

Since flash drives aren't supported with OTG, I don't think there is an official way to do it. If your device is rooted, you may be able to move the data to a USB drive after it has been installed and maybe use a symlink to make the game think the data is where it is supposed to be, if a symlink doesn't work you may need to use a bind mount.
