Play store on Toshiba 2 (2015) Chromebook

I can't upgrade to play store compatibility although I am in dev channel and 70 version OS !
Why ?

On the official site, it says for the Toshiba Chromebook 2 on Beta, "*NOTE: Devices with a (*) next to them require that user profiles perform a one-time file-system migration in order to support Android on these older devices. For Education and Enterprise customers they can manage this file-system migration remotely in the Admin console by utilizing a new migration setting."
