prior to the most recent system update, i was using power toggles to simply turn on and off GPS as needed. i clicked the GPS icon once and GPS was on.

now when i click on power toggles i get this screen...

if i click on mode, and choose 'device sensors' i lose weather and waze doesn't seem to know where i am.

if i then open any app that requires GPS i get the following message...

once i click 'agree' my phone goes to 'high accuracy' mode.
my questions are:
1. am i being paranoid? or is it creepy that google is collecting data from me 'even when no apps are running'?
2. why isn't 'device sensors' mode enough to locate me? why does my phone actually need wifi and mobile networks? my GPS watch uses GPS only to track my runs.
