Please explain to me why AC, Twitter, etc apps aren't updated?

I don't understand why the Android Central, Twitter, Engadget, etc., apps are still showing the three dot ICS menu bar on the bottom of the screen. Even the Google Reader app isn't updated. I thought that if the apps are updated for ICS they would not show this anymore. If these tech focused apps aren't updated yet I don't hold out much hope for other ones.

Is it just too expensive or time consuming to update them? Are we talking months or years to fix it? Will owners of the GS3 have the same problem?

This is the ONLY complaint I have while using the Evo. I wanted the bigger screen and the usable space is less than on my GS2.

I would email the devs and ask push them to fix it.

You can usually find their email at the bottom of their market page.

Got a reply from the Picsay dev:

The menu is still in use throughout the app but we intend to get rid of it, will just take some time.

There's little money to be made developing and maintaining apps for Android.

Chicken/egg situation.

Updated apps feel/look so much cleaner.

And more uniformed!

I'm assuming some apps don't want to just update with the new menu button and actually want to conform to the ICS design language a bit more.

Only 7% use ICS.

My most used apps are the HTC Browser and EverNote and both are updated for ICS, but the outdated Android Central app leaves me wondering what's wrong with these guys.
