Pop Up Window and Default Location and Size

Is there a way to set the default location and size of a popuo window? So often the window is half off the screen, gigantic, tiny, etc. Is there a way to set the default for these when opening them?

IIRC the last or second-to-last update made it so that multitasking would 'remember' the size and position of floating windows.

Doesn't work so well on Fold. You can make the pop up bigger on the inner screen, but first time you use the outer screen, it resets the size to smaller even on the main/inside screen.
