After much experimentation with GLTools, Xposed settings (Disabling DVFS) etc.. what I have discovered for a few games (Vendetta Online for example) is that it is not the GPU that is causing the poor framerate as many reviews would have us believe. Instead it is the dynamic CPU throttling.
If you are rooted use a tool such as SetCPU or Exynos Overclock to keep the CPU at 1900 and notice the difference! SetCPU will allow settings per App.
