Plenty of 3rd party weather apps can show the weather as a persistent notification, which can also show up as a lockscreen notification. A couple of examples are Weawow and Transparent Clock & Weather.

You can go into settings>lock screen then widgets for weather turn on and possible more options with Samsung Good lock app in galaxy store
