Possible to make the lowest volume setting on the volume switch vibrate?

Like the title says.....currently vibrate is the next to lowest setting on volume, lowest is of course silence. Any way to change it to vibrate being the lowest volume setting?

I downloaded Ringer Toggle Widget and I can have my phone vibrate that way it is under Android Market did search for vibrate!
