Power Saving off, yet phone goes into power savings on it's own

I take long bike rides. I use GPS and apps to track the ride. I have Power Saving Mode and Ultra PSM, both off. However, I am notified phone is going into PSM. Battery says 72% life. When it goes into PSM, GPS stops tracking.

I have PSM turned off because I carry a portable battery charger that I connect to the phone at about hour two. If I go a bit longer, the S7 stops the GPS.

Question is, if PSM and Ultra PSM are both "off" why does phone go into PSM?

Welcome to Android Central! Are there any other 3rd party power management/battery saver apps installed? Anything installed by Cheetah Mobile, DU, or similar companies? Apps with words like "optimizer" or "smart manager" in their titles?

I don't think so. That being said there are lots of things that are in the applications list that I have no idea what they are for or if they are even running. For example, DT Ignite, Gear VR service, go90, and RCP Components,
