If you buy a prepaid phone such as the Nokia 521 which is tied to T-Mo is the phone locked to the carrier and also does it come with a sim which you then just need to activate or is the sim purchased seperately?

Yes the 521 is locked to T-Mobile, and yes it comes with a SIM card you can activate.

Yes I unlocked it. I put in my T-Mobile SIM of the account I've had for about a year, and after 7 days in the 521 it was eligible to be unlocked. T-Mobile gave me the unlock code. If you activate the SIM that comes with the phone (new account) you will have to use it for 60 days before it's eligible to be unlocked.

If I use my current T-MO sim which I use for prepaid and have had for about 6 months and is currently out of funds will I be ineligible to sign up for the $30 5gb data plan? I think I read that it was only for new activations.
I suppose to be safe I should activate and set up the sim with the phone and get a new number as it doesn't matter about retaining the old number. I would also like to get a number from the Naples area ie: 289 area not sure how that happens. 60 days is not a problem to wait.
