Previous SD card security problems

When kitkat was installed there was a problem with some apps not being able to write to the SD card.
Does anyone know if that problem is resolved by 5.1?
Google promised that there would be a setting to override the restrictions.
I cannot find it. Anyone know how?

Yes, the problem is largely solved in 5.0+. However, it is still largely up to app developers in how they implement SD card access.
