Privacy Protection code locks me out. No sultion.

I bought my phone second hand, so I have no idea about the Privacy Protection code. My phone started to ask for this code after about 2 weeks use, and seems like there is no way to ever use my phone again. Why there isnt an alternative way to prove that its my phone, and not stolen. It really breaks my heart if i have to throw it in the bin. I love this phone. This stupid protection is good for nothing, but most likely locks out the owner. Note that usb debbuging was not enabled, and cannot be enabled now, so there is no way to flash it, or to do anything. Nobody can help.
 
I did. I read that factory reset doesnt affect this code. It has a separate partition. Only if I fully format the phone, and flash a stock ROM, that would remove the code. But computers doesnt recognize the device since its locked. Its a damn good protection.
