Problem with battery and scrolling

Does anyone else have an issue where if your phone is charging and you're playing a game or anything and the battery keeps draining but will sit on 1%?
Also does anyone have a scrolling issue where if you told your finger on the screen the webpage bounces back on forth?
I'm kind of thinking my viper is about to die

When i took my phone in last night the tech said my screen was all screwed up. And my phone would continue to drain while plugged in if the battery temp was above 98?.

Battery problem is because your using more power then the charger is out putting. Get a charger rated at 1.2+ amps and you will see faster charging + no more problem... can't help ya on the other sinxe I don't have the problem

Ya i selected the option show touches to see what it is doing and its spazzing the F out constant clicks everywhere

I found out it is only is doing it while it is charging.
