Problems with sending/receiving pics

I've been having problems with sending/receiving pics fot a while now buy have been putting off finding a solution.

First, many times other people do not receive my picture messages. I send them out and I can even see the pic attached in the message thread under that persons name but they do not get it. Sometimes the receive a text with numbers instead, which I'm thinking is the pictures number assigned when taken. Has anyone had problems with this?

Second, when someone sends me a pic it takes forever to download. Or sometimes it says message failed and I have to manually download it. What is up with this? When I send pics to my wifes phone she gets them instantly but it can take up to an hour to get one of her pics, and sometimes it says message failed. Her phone is an older smart phone.
