project fi with 6p payment plan

I got my Fi invite and signed up so I could get the 6p on a payment plan. I have Verizon and its working well with the 6p. I've not activated the Fi sim, so I've not started the billing yet. If I don't activate the sim in my phone do you think I'll just get charged the 23 bucks or so for the phone each month? Or is Google gonna get pissed I didn't activate the sim on Fi with the phone I ordered for it?

I believe the payment plan will go out the window and they will charge you for the entire cost of the phone, they do give a certain amount of time to get the sim activated before they charge you.
