Public wifi sign-in page no longer loads

Two months ago I connected to a hospital's wifi. Every time I connected, I was directed to the hospital's sign-in page, and had to select "Agree" in order to be fully connected. I did this many times with no issues. About a month ago, I attempted the same, and the sign-in page would not load, it just froze. I have never been able to get on the hospital wifi since.

I have turned my wifi off and on, turned my phone off and on, and wiped the phone's cache partition, but nothing has helped. I noticed that when the sign-in page was trying to load, what showed up in the URL was 1.1.1.1. I have tried to research this, but I'm still not sure what it means exactly.

A very nice nurse stood right next to me and connected his phone to wifi, hoping he could help me. The sign-in page loaded for him no problem. He was using an iPhone. Is this an Android issue? Does it have to do with a security update? Is there a workaround? I tried to find a thread on this, but didn't see one. Any help would be greatly appreciated, thank you! :)

I'm sorry, I just realized that this post is most likely in the wrong place. I automatically posted here because I have an S9+. Could an admin move it if necessary? Thanks!
 
I had the same problem at a hotel this past weekend. My Galaxy S3 Tab was able to connect without any problems tho. From some of the sites I see online, you may want to try accessing the login page using incognito mode on the browser (Chrome, Firefox and/or Samsung Internet).
 
Try going to Settings -> Connection -> Wifi. Then do a long press on the name of that network. When the menu pops up, select "Forget network".

This should force the sign in pop up to reappear when it detects that network.
