Welcome to Android Central! Your Qmobile Noir Z4 is not a Huawei P7, so I moved this question to the General Help forum (since we don't have a forum for Qmobile).

Offhand, I'd say either the battery or the motherboard failed. A dead phone with a red flashing light is never a good sign. You'll have to bring it to a repair shop.
