1. After two years of owning this phone, the local Asus store (in Thailand) has told me the latest version of Android I can upgrade to is 5.2. Is that true? If so, I am stuck with an outdated version. Is this how all smartphones work? Is Android updating restricted by the hardware?

2. I tried unsuccessfully to download Wechat via Playstore one year ago. Is this a common problem? Is there a workaround?

The updates are handled by manufacturer and carrier.
If it's a carrier branded phone, and the carrier has not pushed an update beyond 5.2 for that model, than it's basically stuck.

As far as the other program, it may require a newer version of the os than you have, or there may be other incompatibilities it play.
