Question about order pixel from Verizon?

I know that pixel Verizon is unlocked but how can I buy the phone from Verizon without any plan? ( I am AT&T) I pre order the phone from Target and I call mobile guy and he told me that I need to open the service in order to buy the phone. I can't just pay full price.

Anyone know or Can I just open like Verizon prepaid plan and use it just for a month? Thanks.

Google has financing, you don't need to buy from Verizon to get the Pixel 2 on a finance plan.

I've never heard of you needing the service to buy the phone. My guess is target guy doesn't trueley know what he's talking about. Have u tried ordering from Bestbuy.com or even in store. I purchased my last phone on their website (though my service is through Verizon), and they never asked about carrier info.
