So I've been waiting for the Bionic like most of you. That said I live in a non 4G area. My plan all along was to buy the Bionic on the release date but I'm wondering how that will affect battery life if I can only pull 3G. Will there be a way to toggle the 4G off so the phone isn't searching for it?

Most likely there will be a way to toggle it just to 3g. All the current verizon LTE phones have that option so you can do that and not worry about it searching for 4g.

Even if motorola does not include a way to switch off LTE on the phone, there is an app available in the market for turning on an off LTE. I think its called LTE switch. So your covered either way.
