Question on free lifetime pic storage.

If I remember correctly Google is giving people free lifetime storage on google photos for pics taken with your pixel phone. Anyone know if this applies even if the phone has already been used? So if I buy a lightly used one that has been previously setup on someones google account and then reset would I get free storage also or would only the initial google account that was set up get the free storage?

I believe the free pics and videos follow the device. I'm basing that on the fact that the Google Photos app, when it runs on a Pixel, greys out the setting to set either the high or full quality resolution setting. So that's telling the back end in Google Drive to zero out the storage load AND set it to original quality.
