I don't think that there will be an issue charging the Galaxy Buds+ with that charger. The charger will only deliver the power as the Buds+ case requests.

Thanks for your reply. I'm just trying to figure out if I need to keep the old 15 watt charging bricks I have. Upgrading from the S10+ to the S20 Ultra, and upgrading from Galaxy Buds to Galaxy Buds+.
If I can figure out what is the charging capacity and it is the 25 watts, then I will just give the two 15 watt charging bricks to my friend who has an S10.
Messaged with a Samsung rep tonight via live chat. He informed me that the 25 watt charger is compatible with the Galaxy Buds+, and that that would be the max charging speed for the Buds+. He did say the 15 and 10 watt chargers will also work, but will obviously charge at a slower rate, respectively.
