quick access to settings no longer working.

After the most recent update tapping on the clock no longer brings up the settings notification pop up. Is there a way to turn it back on?

Did you try long pressing the settings icon on the apps page? That should put it back on your home screen.

If you are referring to the buttons with auto-rotate and such, go into settings> asus customised settings> use asus quick settings. Ensure it is clicked.
If you mean nothing is poping up when you hit the clock, you will need to do a cold boot.
Turn tablet off, unplug from charger. Hold volume Down button, and power button ... keep holding until you get 4 icons mid screen and some white text top left corner. Let buttons go. Tablet will restart on its own. You do not lose data, but it does help shake the bugs out of your system.
