Quick settings panel entirely missing

I was messing around with my Note 9 phone, i did some theme updates, made it "faster" in the dev menu, cavalierly scrolled in menus....

Somehow now, when i pull down for notifications, the entire Quick settings panel (where all the icons like wifi and airplane mode are),are all gone

(there's a rectangular hole 1/3 or my screen, before my voicemail /emial /app notifications)

When i pull down a second time i get a blank translucent screen.

Help?
Please?

Welcome to Android Central! Did you adjust any of the animation speeds? If so, try changing that back to default.

Check your theme, go back to stock one see if you can see the staus bar again

What happens if you turn off Developer Options? (I'm not sure if turning off Dev Options automatically reverts your changes back to default -- worth a try.)
